1. The Director shall require an applicant for a license as a government applicator to show, upon examination, that the applicant possesses adequate knowledge concerning the proper use and application of pesticides and the dangers involved and precautions to be taken in connection with their application, including, without limitation, the comprehension of pesticide labels and:

(a) The environmental consequences of pesticide use and misuse.

(b) Pests.

(c) Pesticides.

(d) Equipment.

(e) Application techniques.

(f) Applicable laws and regulations.

(g) Safety.

2. The Director may require an applicant to demonstrate that he or she is competent to meet the specific needs of a locality relating to the use or application of a pesticide.

3. The Director shall collect from each applicant for examination or reexamination a testing fee established by regulation of the Director.
