Notwithstanding any other provision of law, the board of county commissioners may make budgetary provision for the transportation of an indigent person who is a nonresident or whose county of residence is another county, to the state or county of residence of the indigent person. If money is so budgeted, the board of county commissioners is authorized to direct their expenditure for that purpose.
