Any offer or agreement by the State of Nevada to grant a cession of jurisdiction before June 2, 1981, must be construed according to the law in effect at the time of the cession. If any condition of the federal or state laws which were in force at that time has not been complied with before June 2, 1981, the State’s conditional cession of jurisdiction is declared to be void and of no effect, and as to such land the State retains the entire jurisdiction it exercised or was entitled to exercise when the United States acquired the land.
