1. Except as otherwise provided for an affected election that is subject to the provisions of NRS 293.8801 to 293.8887, inclusive, before 5 p.m. on the last business day preceding the first day of the period for early voting for any primary city election or general city election, as applicable, the city clerk shall mail to each registered voter in each mailing precinct and in each absent ballot mailing precinct a mailing ballot to be voted by the voter at the election.

2. Any untimely legal action which would prevent the mailing ballot from being distributed to any voter pursuant to this section is moot and of no effect.
