1. Except as otherwise provided in this section, subsection 2 of NRS 293C.322 and NRS 293D.200, absent ballots, including special absent ballots, must be:

(a) Delivered by hand to the city clerk before the time set for closing of the polls pursuant to NRS 293C.267; or

(b) Mailed to the city clerk and:

(1) Postmarked on or before the day of election; and

(2) Received by the city clerk not later than 5 p.m. on the seventh day following the election.

2. If an absent ballot is received by mail not later than 5 p.m. on the third day following the election and the date of the postmark cannot be determined, the absent ballot shall be deemed to have been postmarked on or before the day of the election.
