If at any time the registrar of voters’ register is closed for one election, but open for some other election, any elector must be permitted to register for the other election, but the county clerk shall retain the elector’s application to register to vote in a separate file until the registrar of voters’ register is again open for filing of applications at which time all applications in the temporary file must be placed in their proper position in the registrar of voters’ register.
