"Substance use disorder" defined.

"Substance use disorder" means a disorder that causes a person to become addicted to or psychologically or physically dependent on:

1. Alcohol;

2. A controlled substance; or

3. A drug, poison, solvent or toxic inhalant. This subsection does not include tobacco or products made from tobacco.
