23-7-313. Confidentiality of players. The personal information about a player who participates in lottery games and sports gambling as provided in this chapter is confidential and may not be disclosed to the public unless the player authorizes, in writing, the release of the information. Nothing in this section prohibits:
(1) the state lottery from complying with 23-7-312; and
(2) disclosure of the information through an order issued by a court of competent jurisdiction on a finding that the disclosure of the personal information is necessary because the merits of public disclosure clearly exceed the demand for individual privacy.
