General notice given, how and when. — Parties applying for commissions shall, in addition to the notice required by sections 492.450 to 492.470, give a general notice, in the nearest newspaper to the place where the depositions are to be taken, for four successive weeks, of the time and place of taking the depositions, and the object thereof.
