Affidavit taken in another state before clerk or judge. — Any such affidavits, taken out of this state and in the United States, may be taken before any clerk of a court of record, and shall be certified, under the official seal of such clerk, or before any judge of any court of record, to be certified by such judge, and the official character of such judge shall be certified under the official seal of the clerk of such court.
