To make rules for numbering, assignment and transfer of cases. — The judges of that circuit court, or a majority of them, are hereby empowered to frame and enter of record in the court rules for the numbering or classification of all the cases now pending or hereafter brought therein for the proper distribution of cases for trial and disposition among the divisions of the court and for the transfer of cases to and from each division, and may designate the division or divisions of the court to which classes of cases may be assigned for trial or disposition, which rules may in like manner be changed from time to time as may be found necessary or expeditious. Such judges, or a majority of them, may in like manner from time to time make such rules for the court as may be agreeable to the usage and principles of law.
