Mining under public highways and railroads prohibited. — No person or persons, firm or association of persons, company or corporation shall, within this state, mine or excavate beneath the surface of any public highway or railroad right-of-way, in such manner as to cause the surface of the ground over which such public highway or railroad track is constructed to cave in.
