County exhibits. — The county commission of any county in this state may, in its discretion, appropriate such sums of money as it may deem necessary or proper for an exhibit of the resources and products of the county at the Missouri state fair out of any funds not otherwise appropriated, and the county commission may appoint some suitable person to look after said exhibit for such county.
