Each person handling seed shall keep for a period of two (2) years a complete seed record of agricultural, vegetable, flower, or tree and shrub seeds handled.
The records shall include the information for seed records as defined in Section 69-3-1.
The commissioner or his duly authorized agents shall have the right to inspect such records for the purpose of the effective administration of this article.
