1. After August 31, 1998, it is unlawful for an individual who does not possess a valid lead-based paint inspector certificate to work as an inspector on a lead-based paint activity.
2. To qualify for a lead-based paint inspector certificate, an applicant shall:
   1. Have a high school diploma or its equivalent;
   2. Satisfactorily complete an accredited training program for lead-based paint inspectors; and
   3. Demonstrate to the satisfaction of the commission that the applicant is familiar with and capable of complying fully with all applicable federal and state laws and regulations.
