There is herebycreated a state lottery, which shall be administered by a corporationwhich shall be known as the "Mississippi Lottery Corporation."The corporation shall be managed in such a manner that enables thepeople of the state to benefit from its profits and to ensure theintegrity of the lottery.
The existenceof the corporation, which shall be domiciled in the State of Mississippi,shall begin upon the appointment of all five (5) members of the boardas provided in Section 27-115-9.
The exclusivevenue for any action or matter against the corporation arising outof or in connection with the issuance, nonissuance, delivery or failureto deliver a lottery ticket or payment or nonpayment of a lotteryprize is the county in which its corporate headquarters is located,and the circuit court for that county has exclusive jurisdiction thereof.For purposes of court costs, the corporation shall be a private corporation.
