Sec. 2.
The powers and duties relating to the Michigan employment institution for the blind, at Saginaw, which are now vested by law in the state institute commission within the state welfare department by Act No. 163 of the Public Acts of 1921, as a successor to the board of trustees of said institution, are hereby transferred to and vested in the state department of public assistance. The Michigan employment institution for the blind, at Saginaw, is hereby placed under the jurisdiction and control of the state department of public assistance. The state department of public assistance on the first day of January, 1938, shall be the legal successor to all the powers, duties and responsibilities of the state institute commission with respect to the Michigan institution for the blind, at Saginaw. The superintendent of said institution shall be appointed by the state public assistance commission. The said superintendent shall employ all assistants and employes of said institution.
