Section 7. He shall receive from the United States all sums of money paid for the benefit of the Soldiers' Home in Massachusetts and of the Soldiers' Home in Holyoke under authority of any act of congress, and such funds shall, subject to appropriation, be available for expenditure for the maintenance of said institutions.
