Section 23. Subject to appropriation, the center shall transfer annually $10,000,000 to the Community Hospital Reinvestment Trust Fund established in section 2TTTT of chapter 29, not later than June 30; provided, however, that such transfer shall not result in an increase in the assessment calculated under section 7 of this chapter.
