Section 1. As used in this chapter the following words shall, unless the context clearly requires otherwise, have the following meanings:-
''Area median income'', income as determined by the United States Department of Housing and Urban Development.
''Department'', the department of housing and community development.
''Fund'', the Capital Improvement and Preservation Trust Fund established in section 2.
