    (a)    The Secretary shall issue a permit to any applicant who meets the requirements of this subtitle.

    (b)    The Secretary shall include on each permit:

        (1)    The name of the permittee;

        (2)    The address of the permittee; and

        (3)    The expiration date of the permit.
