Sec. 5. (a) The entire membership of the judicial conference shall meet:

(1) at least once a year at a time and place to be fixed by the board of directors; and

(2) at other times as may be designated by the board of directors.

(b) The judicial conference may create committees either upon action of the board of directors or by majority vote of the members attending a meeting of the judicial conference. The judicial conference, the board of directors, or any committee of the judicial conference may hold hearings on any question related to the duties set out in section 6 of this chapter. A proposal for legislation relating to courts that is made by the judicial conference shall be presented to the office of judicial administration for study and recommendation by the office of judicial administration before being presented to the general assembly.
