All state and county officers on or before January 15 of each year shall make a complete inventory on oath of all the public property in their charge and shall enter the same in a book kept for that purpose.

OPINIONS OF THE ATTORNEY GENERAL
No conveyance without specific authority.
- Under former Code 1933, §§ 91-801 and 91-802 (see O.C.G.A. §§ 50-16-141 and50-16-142), all state officers are required to make an inventory of all public property in the officers' charge and to account for the property to the proper authority succeeding such an officer; therefore, a public officer cannot convey state property from the state to another person unless such officer has been given specific authority by some Act or resolution of the General Assembly. 1945-47 Op.
