  1. It shall be unlawful for any member of the unorganized militia who is ordered to register or to be drafted under Code Sections 38-2-71 and 38-2-72 to fail to appear at the time and place designated in such order.
  2. Any person who commits the offense described in subsection (a) of this Code section shall be guilty of a misdemeanor.
