  1. Commencing on April 1, 1990, the economic development share for 1990 is established in an amount equal to 40 percent of the state ceiling.The 1990 percentage shall include any allocations made from the competitive pool prior to April 1, 1990.The economic development share for 1991 and each year thereafter is established in an amount equal to 42 1/2 percent of the state ceiling. The economic development share shall be divided among the periods of the year as follows:
    1. In 1990, during period 2, notices of allocation may be given for amounts up to 100 percent of the economic development share, minus the amount of any notices of allocation from the competitive pool made prior to April 1, 1990; and
    2. In 1991 and each year thereafter:
      1. During period 1, notices of allocation may be given for amounts up to 40 percent of the economic development share;
      2. During period 2, notices of allocation may be given for amounts up to 40 percent of the economic development share; and
      3. During period 3, notices of allocation may be given for amounts up to 20 percent of the economic development share.
  2. At any time, notices of allocation may be given for any unused amount.
