Any funding for grants in an appropriations Act by the General Assembly shall be separately appropriated, and the appropriation shall contain the word "grant" in its description of the purpose of the appropriation.All appropriations for grants by a particular state agency shall be listed together under a heading that contains the word "grant" or "grants."

Applicability to present appropriations.
- When the current General Appropriations Act for Fiscal Year 1993-94 was enacted, O.C.G.A. Title 28, Chapter 5, Article 5 requirement that appropriations intended for "grants" be identified as such by use of the word "grant" was not in effect, and that requirement may not be applied to present appropriations. 1993 Op. The provision regulating the executive expenditure of appropriations may be applied to expenditures of appropriations which took effect on the same day as O.C.G.A. Title 28, Chapter 5, Article 5 (the first day of the fiscal year). 1993 Op. Att'y Gen. No. 93-13.
