It shall be a violation of this article for any person to:

  1. Distribute an unregistered soil amendment;
  2. Distribute an unlabeled soil amendment;
  3. Distribute a misbranded soil amendment;
  4. Distribute an adulterated soil amendment;
  5. Fail to comply with a stop sale, use, or removal order; or
  6. Fail to submit semiannual reports.
