Notwithstanding any provision of law, during a period time for which the Mayor has declared a public health emergency pursuant to § 7-2304.01 any requirement for a board, commission, or other public body to meet is waived, unless the Mayor determines that it is necessary or appropriate for the board, commission, or other public body to meet during the period of the public health emergency, in which case the Mayor may order the board, commission, or other public body to meet;
