The authority, member municipalities and joint member entities shall encourage businesses, as appropriate, to hire local employees. Any business that receives financial assistance from the authority shall enter into an agreement with the Workforce Training Authority established pursuant to section 31-11ii for assistance with the training and recruitment of workers.
