(a) There is established a Connecticut Hydrogen and Electric Automobile Purchase Rebate Board, which shall be within the Department of Energy and Environmental Protection for administrative purposes only. The board shall consist of the Commissioner of Energy and Environmental Protection or the commissioner's designee, the Commissioner of Consumer Protection or the commissioner's designee, the president of the Connecticut Green Bank or the president's designee and six members appointed as follows: (1) One representative of an environmental organization knowledgeable in electric vehicle policy appointed by the speaker of the House of Representatives; (2) one member appointed by the president pro tempore of the Senate; (3) one representative of an organization that represents the interests of an environmental justice community, as defined in subsection (a) of section 22a-20a, appointed by the majority leader of the House of Representatives; (4) one representative of an association representing automotive retailers in the state appointed by the majority leader of the Senate; (5) one member appointed by the minority leader of the House of Representatives; and (6) one member appointed by the minority leader of the Senate. The Commissioner of Energy and Environmental Protection may appoint to the board not more than three additional representatives from other industrial fleet or transportation companies. The Commissioner of Energy and Environmental Protection, or the commissioner's designee, shall serve as chairperson of the board. The board shall meet at such times as it deems necessary.

(b) On and after January 1, 2020, until December 31, 2025, inclusive, the board shall establish and administer a program to provide rebates that total at least three million dollars annually to residents of this state who (1) purchase or lease a battery electric vehicle, plug-in hybrid electric vehicle or fuel cell electric vehicle, or (2) purchase a used hydrogen vehicle or electric vehicle. The board shall establish and revise, as necessary, appropriate rebate levels and maximum income eligibility for rebates for used hydrogen vehicles or electric vehicles. The board shall evaluate such program on an annual basis.

(c) There is established an account to be known as the “Connecticut hydrogen and electric automobile purchase rebate program account” which shall be a separate, nonlapsing account within the General Fund. The account shall contain any moneys required by law to be deposited in the account. Moneys in the account shall be expended by the Connecticut Hydrogen and Electric Automobile Purchase Rebate Board for the purposes of administering the program established pursuant to subsection (b) of this section.
