(a) The Commissioner of Early Childhood is authorized to take advantage of any federal statutes and regulations relating to child care services, as described in section 19a-77, and shall have the power to administer any federally assisted child care program in the event that such federal statutes or regulations require that such federally assisted program be administered by a single state agency.

(b) The Commissioner of Early Childhood is authorized to take advantage of Title V of Public Law 88-452, entitled “Economic Opportunity Act of 1964”, with respect to providing work training, aid and assistance to persons eligible for state-administered general assistance or public assistance, and to administer the same in such manner as is required for the receipt of federal funds therefor.
