The Department of Administrative Services, in consultation with the Commissioner of Energy and Environmental Protection, shall adopt regulations, in accordance with the provisions of chapter 54, establishing criteria to be used by each state agency in selecting equipment for use in state buildings. Such criteria shall include a lifecycle cost analysis. Such criteria for equipment for which energy performance standards have been established shall include such energy performance standards.
