As used in this article, unless the context otherwise requires:

  1. "Department" means the department of labor and employment created in section 241-121, C.R.S.

  2. "Person with a disability" means a person who has a physical or mental impairmentthat constitutes or results in a substantial impediment to employment, and who can benefit in terms of an employment outcome from the provision of vocational rehabilitation services.

  3. "Vocational rehabilitation services" means those services described in section 103 ofthe federal "Rehabilitation Act of 1973", Public Law 93-112, as amended.
