(1) On or before January 1, 2020, the department shall create the Colorado state apprenticeship resource directory, referred to in this section as the "directory". The directory must include, for each apprenticeship program listed in the directory, the information collected by the department pursuant to this subsection (1). At least annually, the department shall update the information in the directory. The department shall require apprenticeship programs to provide the following information to the department for inclusion in the directory:

  1. Program name and United States department of labor registration number;

  2. Program contact information, including primary mailing address, and website address, if any;

  3. A brief description of the industry for which the program provides workforce training;

  4. A statement describing the professional license, certification, or other qualificationan enrollee would receive upon successful completion of the program;

  5. The total number of months required or allowed to complete the program, the totalnumber of hours an enrollee must complete, and, of the total hours an enrollee must complete, a breakdown of the number of on-the-job hours and other training hours an enrollee must complete;

  6. The total number of individuals enrolled in the program in the previous year and theanticipated attendance and enrollee tuition for the current year;

  7. The percentage of enrollees who completed the program in the previous year who arecurrently working in the industry for which the program provides workforce training and, if known, the percentage for each year the program has been offered;

  8. The average current annual, monthly, weekly, or hourly compensation of enrolleeswho completed the program; and

  9. A brief description of the application process, selection criteria, and required or preferred prerequisites for enrollment.

(1.5) (a) On or before January 1, 2021, the department shall include in the directory the name and contact information for at least one designated apprenticeship training program contact for every school district and public high school. The contact information must include, at a minimum, the contact's mailing address, e-mail address, telephone number, and high school or school district that the contact represents.

  1. The department shall cooperate with the department of education, created and existing pursuant to section 24-1-115, to receive and annually update the information required pursuant to subsection (1.5)(a) of this section no later than September 1 of each year.

  2. As used in this subsection (1.5), unless the context otherwise requires:

  1. "Designated apprenticeship training program contact" means a designee of a schooldistrict or public high school that is the preferred point of contact for students, parents, or apprenticeship programs to interface with the school districts and high schools on matters related to apprenticeship training opportunities and workforce training.

  2. "Public high school" means a public school as defined in section 22-1-101, includinga district charter school or an institute charter school that covers any grade from ninth through twelfth.

  3. "School district" means a school district authorized by section 15 of article IX ofthe state constitution and organized pursuant to article 30 of title 22. "School district" also includes a board of cooperative services created pursuant to article 5 of title 22 if it is operating a public high school.

(2) The department shall promote public awareness of the directory by, at a minimum: (a) Prominently posting the directory on the department's website;

  1. Notifying work force development boards, as defined in section 8-83-203 (23), whenthe directory is first posted on the department's website and each time an annual revised directory is posted. The department shall provide each board with information on how to access the full directory and shall require each board to include a link to the directory information on the board's website.

  2. Identifying and informing the appropriate contact persons at Colorado educationalinstitutions of the availability of the directory. The educational institutions include high school guidance offices, community colleges, state colleges and universities, and private higher education institutions.

  3. Informing relevant private industry and business associations of the availability ofthe directory and requesting that the associations promote the directory to association members.

(3) As used in this section, unless the context otherwise requires:

  1. "Apprenticeship program" means a Colorado-based apprenticeship training programthat is registered with the United States department of labor's office of apprenticeship.

  2. "Industry" means either one or more individual employers or an industry association.
