(1) The governor shall perform the following functions, as specified in the federal act:

  1. Appoint members to the state council in accordance with section 24-46.3-101 (2),C.R.S.;

  2. Establish criteria for local elected officials to use in appointing members of localwork force investment boards;

  3. Designate federal work force development areas in consultation with the local electedofficials, including local work force investment areas requesting to be a part of the federal work force investment area comprising a consortium of work force areas;

  4. Designate, modify, and terminate work force investment areas in the state, includingtemporary designation, and establish an appeal process for review of such decisions;

  5. Certify designated work force investment boards and the local consortium work forcedevelopment board;

  6. Negotiate with the federal department of labor concerning the contents of the stateplan; and

  7. Carry out such other duties and functions as may be required under the federal act.
