(1) Every field labor contractor shall:
Carry a certificate of registration at all times while engaging in activities as a fieldlabor contractor and exhibit the same to all persons with whom he or she intends to deal in the capacity of a field labor contractor;
Ascertain and disclose in writing to each migratory laborer, in a language in whichthe migratory laborer is fluent at the time the migratory laborer is recruited, the following information:
The area of employment;
The crops and operations on which the migratory laborer may be employed;
Transportation, housing, and insurance to be provided to the migratory laborer;
The wage rate to be paid;
The charges by the field labor contractor for his or her services; and
The existence of any strikes at the place of contracted employment;
(c) Promptly pay or deliver, when due to the migratory laborer entitled thereto, all moneys or other things of value entrusted to the field labor contractor by or on behalf of such migratory laborer.
