(1) The board shall have the following powers and duties:

  1. To establish model cost containment and risk management programs for selectedclassifications in the upper ten percent of the insurance rate schedule under the Colorado workers' compensation insurance program;

  2. To adopt standards for the approval of particular cost containment and risk management programs submitted by community, technical, or local district colleges or by employers in those selected high risk classifications;

  3. To receive, evaluate, and certify cost containment and risk management programsimplemented by community, technical, or local district colleges or by employers in those selected high risk classifications for a period of at least one year;

  4. To promote cost containment and risk management training by community,

technical, or local district colleges, employers, groups of employers, or trade associations;

  1. To review annually the classifications in the upper ten percent of the insurance rateschedule under the Colorado workers' compensation insurance program for inclusion in the cost containment program;

  2. To set the qualifications for technical personnel to assist community, technical, andlocal district colleges and employers in establishing risk management and cost containment programs;

  3. To disseminate information regarding the types of workers' compensation insurancepolicies available;

  4. To adopt such rules and regulations as may be necessary to carry out the purposes ofthis article.
