(1) For the purpose of making any investigation with regard to any employment or place of employment or other matter contemplated by the provisions of this article, the director, with the approval of the executive director of the department of labor and employment, has the power to appoint temporarily, by an

order in writing, any deputy or any other competent person as an agent, whose duties shall be prescribed in such order.

  1. In the discharge of his duties such agent has every power whatsoever for obtaininginformation granted in this article to the director and the division, and all powers granted by law to officers authorized to take depositions are granted to such agent.

  2. The director may conduct any number of investigations contemporaneously throughdifferent agents and may delegate to such agents the taking of all testimony bearing upon any investigation or hearing. The decision of the director shall be based upon his examination of all testimony and records. The recommendations made by such agent shall be advisory only and shall not preclude any further investigation or the taking of further testimony if the director so orders.
