(1) Except as provided in subsection (2) of this section, this part 1 applies to motor vehicles and off-highway vehicles.
(2) This part 1 does not apply to an off-highway vehicle that:
Was first sold or transferred before July 1, 2014, until the off-highway vehicle is soldor transferred to a powersports vehicle dealer after July 1, 2014; or
Is used exclusively for agricultural purposes on private land.
