As used in this article, unless the context otherwise requires:

  1. "Authority" means the Colorado horse development authority created by section 35-

57.8-103 (2).

  1. "Board" means the board of directors of the Colorado horse development authoritycreated by section 35-57.8-104 (1).

  2. "Commissioner" means the commissioner of agriculture.
