(1) To carry out the provisions of this article, the board is authorized to adopt appropriate rules pursuant to section 24-4-103, C.R.S., on subjects that shall include, but are not limited to, the following:
Fees to fund all direct and indirect costs of the administration and enforcement of thisarticle;
Methods of separating cattle for purposes of this article;
Standards and procedures for certification of feedlots and for the issuance, renewal,suspension, revocation, and reinstatement of certificates;
The number and type of on-site inspections;
Records to be maintained by the owners and operators of certified feedlots;(f) Grounds for enforcement actions.
