As used in this article, unless the context otherwise requires:

  1. "Commissioner" means the commissioner of agriculture.

  2. "Controlled atmosphere storage" means the storage of apples under conditions whichcomply with the provisions of this article and the rules and regulations adopted pursuant to the provisions of this article.
