(1) Nothing in this article shall be construed as:

  1. Diminishing the rights of owners of property as provided in the constitution of thisstate or in the constitution of the United States;

  2. Modifying or amending existing laws or court decrees with respect to the determination or administration of water rights;

  3. Affecting any previous designation of an area as a natural area.
