(1) The council has the following responsibilities:

  1. To establish procedures for the conduct of council business;

  2. To review the inventory and to approve the registry;

  3. To review and make recommendations on the commission's criteria for and selectionof natural areas to be included in the registry and the system; except that no area shall be included in the registry without permission of the owner of the land;

  4. To advise the commission of the promulgation of rules for the registry and for thedesignation, management, protection, and use of designated natural areas;

  5. To seek and recommend the designation of natural areas by the board as part of thesystem, as provided in section 33-33-108;

  6. To review and make recommendations regarding scientific research, educational use,interpretive programs, and public information pertaining to designated natural areas;

  7. To review and make recommendations regarding the negotiation and enforcement ofthe articles of a designated natural area;

  8. To advise the commission on the disbursement of funds for the purposes of thisarticle; and

  9. To review and make recommendations on commission reports made to the governoron the status of the program.
