(1) The board shall call any election by resolution adopted at least thirty days prior to the election. The resolution shall recite:

  1. The objects and purposes of the election for which the indebtedness is proposed to beincurred;

  2. The estimated cost;

  3. How much, if any, of said estimated cost is to be defrayed out of any federal grant ormoney other than that received from indebtedness to be incurred;

  4. The estimated additional annual cost of operation and maintenance of any facility,the acquisition of which the indebtedness, in whole or in part, is to be incurred;

  5. The amount of principal of the indebtedness to be incurred therefor, and the maximum net effective interest rate to be paid on such indebtedness;

  6. The date upon which the election shall be held; and

  7. The name of the designated election official who shall be responsible for conductingthe election pursuant to articles 1 to 13 of title 1, C.R.S.
