(1) In the case of construction work done by the use of district owned or leased equipment and by district officers, agents, and employees for any project or any portion thereof in any improvement district, supplies and materials may be purchased or may be otherwise acquired therefor.

  1. All supplies and materials purchased by the urban district for an improvement districtcosting five hundred dollars or more shall be purchased only after the purchasing officer has given notice by publication therefor.

  2. The district shall accept the lowest and best bid, the kind, quality, and material beingequal, but the district has the right to reject all bids, to waive any irregularity in any bid, and to select a single item from any bid when so stated in the invitation to bid.

  3. The provision as to bidding shall not apply to the purchase of patented and manufactured products offered for sale in a noncompetitive market or solely by a manufacturer's authorized dealer.
