(1) All meetings of the board shall be held within the district and shall be open to the public.
No business of the board shall be transacted except at a regular or special meeting atwhich a quorum consisting of at least a majority of the total membership of the board is present.
Any action of the board shall require the affirmative vote of a majority of the directors present and voting except as otherwise provided in this article.
A smaller number of directors than a quorum may adjourn from time to time andmay compel the attendance of absent members in such manner and under such penalties as the board may provide.
