(1) In a county improvement district, the board must consist of the following members:
One county commissioner of the county in which the district is located for a termequal to the commissioner's tenure as county commissioner;
The county treasurer for a term equal to the treasurer's tenure with the county;
Three residents of the county obligated to pay real or personal property taxes who areappointed by the county commissioners for staggered terms determined by the county commissioners; and
Two fire department members for two-year terms.
(2) The treasurer of the fund shall obtain a bond paid from the fund in an amount determined by the board.
