(1) A housing authority shall constitute a public body, corporate and politic, exercise public and essential governmental functions, and have all the powers necessary and convenient to carry out and effectuate the purposes and provisions of this part 5 (but not the power to levy and collect taxes or special assessments), including the following powers:

  1. To sue and be sued;

  2. To have a seal and to alter the same at pleasure;

  3. To have perpetual succession;

  4. To make and execute contracts and other instruments necessary or convenient to theexercise of the powers of the authority;

  5. To make and from time to time amend and repeal bylaws, rules, and regulations notinconsistent with this part 5 to carry into effect the powers and purposes of the authority;

  6. To exercise any of the public powers granted to city housing authorities under part 2 of this article;

  7. To do all acts and things necessary or convenient to carry out the powers given inthis part 5 or the purposes hereof.
