(1) The state council shall:

  1. Monitor the plans and programs of state agencies established and administered pursuant to the state plan;

  2. Review budgets and other programs and proposals for funding services and supportsto persons with developmental disabilities;

  3. Review programs that provide services and supports to persons with developmentaldisabilities under contracts with state agencies and community centered boards as authorized by the state plan;

  4. Encourage cooperation and coordination of services and supports of public and private agencies including home care services and assist in the elimination of unnecessary and duplicative programs and procedures;

  5. Identify gaps in services and supports to persons with developmental disabilities andmonitor programs for deinstitutionalization of such persons;

  6. Serve in an advisory capacity to the governor and the general assembly on mattersaffecting persons with developmental disabilities;

  7. Meet at least quarterly and as often as necessary to fulfill its duties and responsibilities;

  8. Have all powers necessary to carry out the provisions of this part 2.
